Rita Cohen has been senior vice president, legislative and regulatory policy for Magazine Publishers of America (MPA) since 1999. She joined MPA's Washington office in 1995 as director of economic and legislative analysis. Cohen is responsible for MPA policy regarding state and local government actions, taxation for magazines, environmental matters and consumer protection including privacy and marketing practices. Cohen has played a key role in the MPA's successful efforts to keep postal rates for magazines as low as possible. She was a major witness for the MPA in the last two rate cases before the Postal Rate Commission, and she is currently leading the industry efforts to find long-lasting solutions to stop escalating postal prices.

Lou Bradfield is corporate distribution director for Nielsen. Prior to joining Nielsen in 2002, he worked with Reed Elsevier, Mack Printing (now Cadmus) and TV Guide. Industry affiliations include: ABM and MPA Postal committees, MTAC, USPS Focus Group Chair, Presenter at Mailcom and Postal Forums and has testified numerous times before the PRC.
