The United States Postal Service released the details of its upcoming rate increase today.

And, as expected [0], the USPS said the rate for periodicals will increase 3.976 percent, more than any other class of mail. The increase is scheduled to go into effect on May 11.

The hike is tied to the Consumer Price Index (CPI), which is currently 3.8 percent, up from 2.9 percent last year, meaning that the average rate increase should not exceed 3.8 percent.

However, under the rules of the Postal Accountability and Enhancement Act, the USPS can surpass the cap because it did not use the entire 2.9 percent in their 2008 rate increase.
